We abide by and support the Constitution and Bylaws of the American Gold Star Mothers, Inc. (National Organization) Our Chapter Board consists of the Chapter President, 1st Vice President, 2nd Vice President, Treasurer, Secretary, Chaplain, and any additional appointed or elected Chapter officers. The election of Officers will be held in March yearly prior to the Virginia Department meeting and National Convention. Submission of results will be sent to AGSM National Service Officer by the Chapter Secretary. The chapter will have a monthly physical and/or Zoom meeting, except for the month July and August. Whereas no meetings will be held. The monthly meetings will be held on the 1 st Saturday of each month. On Holidays the meeting will be held the 2 nd Saturday of that month. The chapter will dispense of meeting rituals. However, meetings will be opened with a prayer by the Chaplain, followed by the Pledge of Allegiance, followed by a moment of silence honoring and remembrance of our children. Annually the Chapter will determine whether to require a Chapter dues. 2 Annually the Chapter will consider its financial position and the ability to pay the Department and/or National portion of annual dues for members with financial constraints. The chapter must have a quorum of five (5) members on all voting issues with majority rules. In matters of E-Voting within the Chapter, there will be allowed of at least twenty-four (24) hours in each of the discussion and voting phases, based on the discretion of the of the Chapter President. On responses, majority rules. When donating to a 501(c)3, Veteran Service Organization the Chapter will confirm that the organization’s status is current.

FINANCIAL |
Two (2) Chapter Board members will have access to daily banking records. The treasurer will present a financial report at each monthly Chapter meeting. A Treasurer’s Audit will be performed annually by at least two (2) Chapter board members in the presence of the treasurer and a formal Audit report will be maintained. A discretionary spending by the Chapter President, 1 st Vice President, and 2 nd Vice President is allowed up to the amount of $100 without a vote by the Chapter members, having majority agreed by the Chapter Board. Discretionary funds may include, but are not limited to printing or postage supplies, stationery, and/or expressions of condolence/concern. All expenditures more than discretionary spending of $100 must be voted upon by the Chapter members prior to the purchase/spending/giving. Additionally, the wording of the motion should include the phrase “not to exceed” in reference to the amount with the understanding that only necessary funds are spent. The total amount should include shipping/delivery & applicable taxes, which could be less than the original amount approved. All Chapter expenses must have a corresponding receipt and accompanied by a completed Request for Reimbursement form and be submitted within fourteen (14) calendar days to the Chapter Treasurer. Reimbursement will be distributed via the Chapter Treasurer within fourteen (14) calendar days upon submission
